Fresh headlight criteria mean fewer vehicles get highest IIHS safety rating

WASHINGTON — Headlights that failed to measure up led to fewer fresh vehicles earning the Insurance Institute for Highway Safety`s top accolades in the latest batch of group`s coveted safety evaluations.
